In power for 22 years, Rwanda’s President Paul Kagame, who has not ruled out running in the 2024 presidential election, remains faithful to his methods of governance. Although he depersonalises the various spheres of power, he still handpicks his close collaborators.

“Paul Kagame’s priority is to create institutions that work.” Although our interviewee does not specify it, he implies that the Rwandan president sees individuals as interchangeable, and that the only performance assigned to the institutional pillars of the national edifice and the loyalty of those who embody them to the precepts are set by “the boss” count.
