Agbu Kefas arrived at his position as head of the Nigeria Maritime and Safety Agency (NIMASA) 10 years ago with a reputation for catching oil thieves. Will the Taraba governor-elect deploy those skills when he assumes office on 29 May?

When President Goodluck Jonathan appointed Agbu Kefas as chairman of the board of the Nigeria Maritime and Safety Agency (NIMASA) in December 2012, several players in the country’s maritime industry were furious.
