Armed militias are extorting money on building sites across South Africa, while affirmative action has failed to transform the sector.

Wendy Kloppers, an environment officer from the City of Cape Town, was sitting in her car observing work at the massive R500m ($27m) Delft Symphony Way project to house low-income families when gunmen shot her dead on 23 February.
